Eng. Hasan Omar - Executive Director
For the past seventeen years, Eng. Hasan Omar has gained an exceptional knowledge in the private, governmental and educational sectors working with multifaceted stakeholders. Mr. Omar has demonstrated key knowledge and skills as a practitioner in project management, institutional development, micro, small and medium (MSME) and high-growth strategic planning, networking and partnerships development.
Mr. Omar is currently the Manager of the Palestine Information and Communications Technology Incubator – PICTI. He is a founding executive member of the first ICT incubator in Palestine (PICTI) since its establishment in 2004. He has greatly contributed to its physical infrastructure setup and establishment.
Mr. Omar has mustered extensive experience in providing technical, business, and marketing advisory and coaching services to several ICT high-growth start-ups and MSMEs. He also managed PICTI’s pipeline as part of the technical and marketing evaluation panels. He has assessed more than 230 ICT projects’ ideas. He is also member in the evaluation panel for H. H. Sheikh Salem Al-Ali A-Sabah Award for Internet and evaluated more than 420 Arab web sites. Also, he is a jury member of the Imagine Cup competition 2009 sponsored by Microsoft.
Mr. Omar is a Certified Trainer in (Business Incubation Management) by the World Bank. He is a Medibtikar Innovation Expert and has also developed niche skills to train, coach and mentor technology entrepreneurs in conducting dozens of workshops and has trained thousands of ICT students and recent graduates on technology entrepreneurship, innovation, starting technology businesses and running MSMEs. Furthermore, as an expert in the management of information systems, Mr. Omar has taught several computer training courses and prepared many ICT curriculums. He has wide technical expertise includes networking architecture and management, database design and development.
Eng. Hasan has hands-on proven project management skills. He has worked on several projects and has end-to-end project management cycle experience from inception to closedown. He has played a pivotal role in managing specific initiatives and overall programs including tasks such as managing the subcontractors and consultants, project human resources, deliverables and milestones, budgets and expenditures. One of these projects is the “DEEP” which is a $500,000 development project funded by the Islamic Development Bank (IDB) through UNDP/PAPP and targeting deprived Palestinian families. During this 15 months project, he managed more than 80 persons and trained more than 100 fresh ICT graduates. He succeeded in employing 72 of them in more than 40 ICT companies in West Bank and Gaza. Also, he established eight micro-enterprises for another 26 beneficiaries in different locations in West Bank.
Mr. Omar has played a critical role in launching and also co-managing the 1st Technology Business Plan Contest in Palestine. He also co-managed the Digital Arabic Content competition with ESCWA. Mr. Omar managed the Student Internship Program sponsored by the infoDev – World Bank. Mr. Omar is a founding member of the MENA Network of Incubators (MENAinc) under the umbrella of the infoDev program. Again, he also managed “Palestine Business Technology Business Plan Contest” which is sponsored by Intel for the fourth year.
Born in Palestine in 1971, Mr. Omar holds a BSc in Computer Engineering from Jordan University of Science & Technology, Jordan, since 1995. He is a member in the Jordan Engineers Association since 1995, Canadian Professional Engineers Association since 2000, National Business Incubation Association (NBIA) since 2004, MENA Incubators Network (MENAinc) since 2006, and the African Incubation Network (AIN) since 2007. Recently, he launched the PalDev.net community with Microsoft with hundreds of Microsoft technologies and products experts in Palestine. He is also a member of Palestinian e-groups and forums: ITsig, ISOC-PS, PEF, PNGOF...

Mr. Waleed Kmail -
Mr. Kmail currently working as a program officer for Business & Innovation center (BIC) – Palestine information and communication technology incubation (PICTI)
Mr. Kmail has IT business experience, IT project management experience, and is well versed in IT trends. He is expert in online marketing and socail media. Mr. Kmail attended many training courses in Project Management, Entrepreneurship & Innovation, Building a Business Plan, Network+, A+, ICDL, Photoshop Design and Web Development.
Mr. Kmail holds a Bachelor Degree in Management Information System from the Arab American University.

Mr. Osaid Shouman -
Mr. Shouman worked for almost two years at PwC. He has experience in private sector and NGOs including compliance.
Mr. Shouman holds a Bachelor Degree in Accounting from Birzeit University.

Mr. Jihad Issa -
Mr. Issa has an experience in project management and coordination. He attended many training courses in Project Management, MS Project, Proposal Writing and Fund Raising.
In 2009, Mr. Issa served as the Youth and Programs Coordinator for the Youth Development Resources Center (YDRC). Also, as the Public Relations Officer at Al-Bireh Youth Foundation (BYF). He also has an experience in communication skills training within Up2date Consulting Company. Moreover, Mr. Issa was a co-founder of Taghareed Association for Reviving the Palestinian Folklore.
Mr. Issa holds a Bachelor Degree in Finance from Birzeit University.

Eng. Hatem El-Mughany - Gaza Regional Manager
Eng. El-Mughany joined PICTI in December 2012 as a Regional Manager for Gaza. He is an experienced business development advisor with an ICT background and diversified experience among private sector, NGOs and INGOs.
Among his latest work experience as a business development advisor; he had managed hundreds of firm’s portfolios in developing their business plans, strategies and identifying their business development needs and opportunities with concerns to ICT firms for managing new startups and contributing to improving the performance of number of ICT firms in the Gaza Strip.
Mr. El-Mughany work is based on analyzing the opportunities and identifying risks involved so as to offer the ideal advice on developing workable solutions and development of strategic and action work plans.
Eng. Hatem has worked as a consultant where he had performed number of market scans, assessments, strategies, action plans and analyzed market opportunities to adapt plans, as he was a part of evaluating team setting performance evaluation of Economic Recovery activities concerning internship programs and performed assessments for best recommendations and achievements.
Mr. El-Mughany holds a Bachelor Degree in Electronics & Communications Engineering from the Arab Academy for Science & Technology and Maritime in Egypt since 2002.

Mr. Abdallah Altahrawi has worked as a coordinator for no. of programs, projects, and events for ICT business startups, where he is currently working as a program officer for Business & Innovation center (BIC) – Palestine information and communication technology incubation (PICTI).
Mr. Altahrawi has conducted number of training courses in the fields of ICT, entrepreneurship, and Electrical topics, as he is an active member in number of local and international associations and communities of which are having specialized focus on ICT community developments since 2008.
Mr. Altahrawi has graduated in 2011 as an Electrical Engineer from the Islamic university in Gaza, as he was the winner of the award of the Islamic University Prize for Scientific Graduation Researches at 2011.
